PEARL is different: a Colombo-based, Indian Ocean–first think tank examining the security dynamics, strategic competition, and policy challenges shaping Sri Lanka and the broader region on their own terms.
Why PEARL Exists
Sri Lanka first.
Sri Lanka occupies one of the most strategically significant locations in the Indian Ocean. For centuries, the island has been shaped by regional and global powers seeking influence over its trade routes, ports, and political institutions.
Most research institutions are supported by governments, foundations, or corporate interests that inevitably shape their priorities. PEARL begins from a different premise: rigorous, independent analysis anchored in Sri Lanka's national interest — not the geopolitical priorities of external powers.
PEARL does not advocate on behalf of any foreign government, political bloc, or ideology. Its purpose is to examine issues objectively and determine what best serves Sri Lanka's long-term prosperity, security, and sovereignty.

PEARL produces independent, evidence-based analysis on Sri Lanka's geopolitical position and the broader security dynamics of the Indian Ocean. Most regional analysis originates from Delhi, Washington, or Beijing. We offer a perspective from Colombo: non-partisan, rigorous, and grounded in the realities of small-state statecraft.
